It does not appeal to me as a "cowgirl" but an image of a more affluent, mature Cattle Woman, possibly a woman cattle Baron. She has a pistol in a double looped holster worn high on her waist . She has a bull whip wound over her shoulder while she holds the tip in HER right hand. The hat style looks Spanish American War. She is also wearing leggings over shoes or boots.
