As this cabinet photograph by Swords Bro's, York, Pa. is in the same time frame as all the images of Pawnee Bill and May Lilly, I am assuming it was taken when a Pawnee Bill show was there. If that is so, this is probably a Pawnee Bill Show Cowboy in the 1880s. He has a very wide brim cowboy hat, a light colored and fringed buckskin shirt and high top showman boots. He is holding an 1873 Winchester rifle which was the preferred rife of the period. The image is of an unidentified man and slightly light, as taken. Excellent and desirable image.
